Ir. Chen is Past President of the Association of Consulting Engineers Malaysia (ACEM), Institution of Fire Engineers Malaysia (IFEM), ASHRAE Malaysia Chapter (MASHRAE) and Kiwanis Down Syndrome Foundation (KDSF). He is also Honorary Life Advisor to the Malaysian Air-Conditioning & Refrigeration Association (MACRA) and Advisor to the BAS Association of Malaysia (BASAM). He has over 45 years’ experience in the Building Services Industry, and his innovative designs have won ASEAN Energy Awards, Emerson Cup and ASHRAE Technology Award.
Chen serves in numerous Malaysian Standard writing committees and was instrumental in drafting the national Energy Efficiency Bylaw. He served in various National Steering Committees and co-authored Malaysian Standards on Energy, HVAC, Flammable Refrigerants and Fire Codes; and was a national expert for the HCFC Phase-out and HFC Phase-down Master Plans. He was involved in drafting the imminent national Energy Efficiency & Conservation Act, and serves as chief judge in the annual National Energy Awards since its inception in 2018.
He is also active in the Board of Engineers Malaysia serving the Disciplinary Committee, Professional Competency Exam and Engineering Act committee among others. Chen was instrumental in developing the national Certificate of Completion & Compliance and the Fire Certificate.
From 2006 to 2020, Chen served as Malaysia’s 1st ASHRAE Distinguished Lecturer and has lectured globally on Sustainability, Energy Efficiency and Fire Smoke Management. In recognition of his contribution to the engineering fraternity, he was honoured with the ACEM Gold Medal Award in 2010.
